3.17.010 - Imposition of tax. Every person engaged in operating or conducting a marijuana collective/cooperative shall possess a business license as provided by Section 5.04.010 and pay a business tax at a rate of up to ten percent of gross receipts. 17.83.040 - Operational standards. A. Except as provided in Section 17.83.040(B), medical marijuana cultivation may be undertaken only by a qualified patient who must occupy the residence on the parcel proposed for cultivation as their primary residence. In December 2010, city council adopted an ordinance that allows growing only in residential or mixed-used zoning districts, while it would be banned in commercial and industrial districts. The ordinance allows for growing up to 100 square feet inside a garage or adjacent building, but not inside the home.
