Sacramento Hires New Cannabis Manager

The City of Sacramento has hired Solano County Deputy Counsel Davina Smith as its new cannabis manager. She’s replacing Joe Devlin, who stepped down seven months ago.

Smith did some research on juvenile cannabis offenses while in law school and provided legal counsel for Humboldt County. She was the only cannabis and code enforcement attorney for Solano County during her tenure there.

Smith’s legal background will come in handy for Sacramento’s Office of Cannabis Management. The department is under an FBI investigation amid suspicions that cannabis businesses bribed city officials to secure licensing.
